According to the Constitution of the Republic of Estonia, everyone is equal before the law and human rights apply equally to Estonian citizens and other persons in Estonia (§ 9 and §12). Discrimination bans are included in both §12 of the Estonian Constitution as well as in Article 14 of the European Convention on Human Rights.

Discrimination is prohibited based on the following characteristics:

  • nationality
  • race
  • skin colour
  • sex
  • language
  • origins
  • religion and other beliefs
  • financial and social status.
