Social welfare services

The principle that the state ensures its citizens are provided with social protection is acknowledged in modern society, giving confidence about the future and the opportunity to live with dignity for one’s entire life.

Welfare is a system of processes, the aim of which is ensuring different freedoms for people and creating better possibilities for developing the economy via developing human resources. At the same time, social inclusion is increased, while poverty and social exclusion are alleviated to a wider extent and more efficiently.

Local governments organise social services and the provision of emergency social assistance. The following people have the right to social services:

  • a permanent resident of Estonia
  • a foreigner residing in Estonia on legal grounds
  • a refugee residing in Estonia.
